What is the best way to improve power?
This is kind of a loaded question because there are so many options.  For this question, I'm going to assume that you want to stay with the same engine and add bolt-on accessories.  The thing to remember is that an engine must breath, both in and out, to perform well.  So anything that improves aspiration, such as high flow air filters and exhaust systems will increase power.  Keep in mind though, that as tires get bigger, only gearing will really improve your power.  I added a POWERAID throttle body spacer and AIRAID air intake.  I plan to add a Banks exhaust system including headers and cat-back system soon.  All are available at Quadratec.

What is better to buy first, a winch or lockers?
Although lockers will improve your vehicle's ability tremendously, making your off-road adventures more enjoyable, I would go with the winch first.  Even with lockers, there will be times when
you still need a winch.  You may just need it a little more often without the lockers.  In addition, a winch will generally cost you less than a set of lockers.  My Jeep sports a Warn 9500HSi.  Today, I would go with the Warn XD9000i or the more feature laden Warn 9.5ti.  Both are available at Quadratec.
